VOA is an acronym that stands for Voice of American. It is a news organization that produces programs in various languages and airs them on the radio and television. The United States government and other people who could not speak English or read were able to get their stories across with the help of the VOA. Until recent times, VOA was a sanctuary for people who had nowhere to go and no one to care for them.
They were able to get their message across without the fear of being punished. However, in recent years, it has become much like a mirage in the desert; it does not exist any more.
